PRESENT: Neal Speer, Village President; Chris Leach, Trustee; Adam Paxman, Trustee; Eugene LaBombard, Trustee; Reginald Beliveau, Village Manager; Dianne Day, Village Clerk; Karen Drennan, Selectwoman; and Ch. 16.

 

Unless otherwise noted, all motions carried unanimously.

 

1.      Call to Order:

 

Neal Speer, Village President, welcomed all to the Regular Board of Trustees meeting and called the meeting to order at 7:00 p.m.

 

2.      Agenda Review:

 

None.

3.      Swear in elected officials for 2019: Neal Speer, Village President (one year term); Eugene LaBombard, Village Trustee (three year term); Dianne Day, Village Clerk (one year term) and Betty Cheney, Delinquent Tax Collector (one year term) were sworn in on March 6, 2019 to perform duties:

 

Neal Speer, Village President, repeated his Oath of Office and was sworn in for a one year term; Eugene LaBombard, Village Trustee, repeated his Oath of Office and was sworn in for a three year term.

 

4.      Appoint a Treasurer for the Village of Swanton for 2019 and swear in:

 

Chris Leach made the motion to appoint Dianne Day as Village Treasurer for a one year term. Adam Paxman seconded. Motion carried. Dianne Day repeated the Village Treasurer Oath of Office and was sworn in for a one year term.

 

5.      Motion that the Swanton Village Board of Trustees adopt Robert’s Rules of Procedures for the rules of procedure for the Village Trustees for the upcoming year through March 2019:

 

Eugene LaBombard made the motion to adopt and follow the Robert’s Rules of Procedures for the ensuing year for the Swanton Village Board of Trustees procedures. Adam Paxman seconded. Motion carried.

 

6.      2019 Official Voting Results:

 

Neal Speer, Village President, read the Official Return of Votes for the Village Officers as well as the Official Return of Votes for all of the budget items that were voted on March 5, 2019.

 

7.      Approve and Accept Minutes from Monday, February 11, 2019 and Minutes from the Informational Meeting Monday, February 25, 2019:

 

Eugene LaBombard made the motion to approve and accept Minutes from the Monday, February 11, 2019 meeting. Adam Paxman seconded. Motion carried. Eugene LaBombard made the motion to approve and accept the Minutes from the Monday, February 25, 2019 Informational Meeting as presented. Chris Leach seconded. Discussion: None. Motion carried.

 

8.      Approve and Accept Village Warrants through Friday, March 8, 2019:

 

Adam Paxman made the motion to approve and accept Village Warrants through Friday, March 8, 2019. Chris Leach seconded. Discussion: Chris Leach asked about the SS VT Solar LLC invoice. Motion carried.

 

9.      Discuss and Approve New Fire Truck Loan:

 

Reg Beliveau informed the Board that Lynn Paradis, Assistant Village Manager, received quotes to finance the new fire tanker and ladder trucks. Her quotes for the tanker with a 12 year term were as follows: Vermont Municipal Bond Bank (VMBB) 2.32%, Peoples Trust 3.49%, Community Bank 4.32%, and Union Bank 3.93%. Her quotes for the ladder truck with a 15 year term were as follows: VMBB 2.59%, Peoples Trust 3.79%, Community Bank 4.45%, and Union Bank 4.05%. Reg also stated that Lynn received quotes for the bond anticipation financing and they are as follows: Peoples United 2.35%, Peoples Trust 1.60% and Union Bank 2.10%.

 

Adam Paxman made the motion to approve and accept Vermont Municipal Bond Bank’s interest rate of 2.32% on a 12 year term for the Fire Department’s new tanker truck and to accept Vermont Municipal Bond Bank’s interest rate of 2.59% on a 15 year term for the Fire Department’s new ladder truck. He also made the motion to accept People’s Trust 1.60% interest rate for the bond anticipation financing for the trucks. Chris Leach seconded both motions. Motions carried.

 

10.  Any Other Necessary Business:

 

Eugene LaBombard stated he was contacted by an individual stating they would like increased lighting by the Post Office on Grand Avenue. He said it’s very dark in that area. Reg stated he would drive that way after the meeting and check it out. Chris Leach also stated he would like the Post Office to have a mailbox available for residents to be able to drive up to and deposit their mail. He stated the Village should work with the Post Office on this.

 

Any Other Business: Adam Paxman stated the Chamber of Commerce met with Efficiency Vermont and they are offering free energy visits for businesses interested in becoming more energy efficient. He said there is also financing available. Adam stated Efficiency Vermont is also looking into programs for homeowners. Reg stated so far he knows of 10 to 12 businesses that have taken advantage of this program. Adam stated the library is interested in this also.

 

Any Other Business: Reg Beliveau stated he was contacted by Caleb Rupp from the Swanton Library asking permission to hold a Children’s Farmers Market in the park this summer. The Board requested Reg find out how often they want to hold this or if it’s a one weekend event. Reg stated he would get more information and come back to the Board with it.

 

Any Other Business: Reg Beliveau stated Lynn Paradis is asking permission to close the checking account that was needed for the MVUHS waterline replacement project. Eugene LaBombard made the motion to authorize Lynn Paradis to close the MVUHS waterline replacement job checking account. Adam Paxman seconded. Motion carried.

 

Any Other Business: Reg Beliveau stated the Town of Highgate has been awarded a VCDP grant by the Secretary of the Agency of Commerce and Community Development to study putting municipal water at the Highgate Airport. He said Swanton Village has agreed to monitor the planning grant for this project and he needs to sign the permit application on behalf of the Village. Adam Paxman made the motion to authorize Reg Beliveau, Village Manager, to sign the permit application for the Town of Highgate VCDP grant for the Highgate Airport Project. Eugene LaBombard seconded. Motion carried.

 

Any Other Business: Reg Beliveau informed the Board that the electric department received a couple of quotes for a new bucket truck. He said Clark’s Truck Center quoted them $83,934 for an International chasis and $175,805 for the bucket. He said they were also quoted $4562 for a 7 year, 150,000 mile extended warranty. Reg said their other quote came in from Kenworth and was very similar on price but the electric crew felt the cab on the truck was too narrow. Chris Leach made the motion to approve the Village of Swanton’s Electric Department to purchase a new bucket truck from Clark’s Truck Center for $259,739 and to add an extended warranty for $4562 if they deem necessary. Eugene LaBombard seconded. Motion carried.

 

Any Other Business: Reg Beliveau informed the Board that he is going to NEPPA this week. Chris Leach asked Reg to discuss distributive generation and how they need to recognize what a burden it is to all electric companies. Reg stated he would send them a copy of the agenda.

 

Any Other Business: Neal Speer stated he would like to recognize Rise VT and the Swanton Recreation Commission for all that they do for Swanton. He said they were both overlooked at their informational meeting and said they should have been recognized that evening. He said Betsy Fournier and Debbie Winters have been involved in several projects in Swanton and he thanks them for their service.

 

11.  Public Comment:

 

Adam Paxman read the following notice from the Swanton Arts Council: The Swanton Arts Council would like to thank the Village Trustees for the opportunity to sketch them as part of our Model Citizen event. We appreciate your service to our community and we look forward to many more meetings and sketches. Please note the following community events that are being sponsored by the Swanton Arts Council: The 4th Annual Spring Youth Art Show which will be held on March 22nd & 23rd at the Swanton Village Complex and the Spring Handmade Craft Sale to be held on April 6th at the United Methodist Church and at Holy Trinity Episcopal Church. More information on these and other SAC events can be found on the SAC website or Facebook page.

1.   Call to Order:

 

Neal Speer, Village President, welcomed all to the Informational Meeting and Public Hearing and called the Village Board of Trustees meeting to order at 7:04 p.m. He then introduced the Board of Trustees.

 

2.   Pledge of Allegiance:

 

All stood for the Pledge of Allegiance.

 

3.   Moment of Silence:

 

A Moment of Silence was held for lost residents of Swanton Town and Village.       

 

4.   Agenda Review:

 

None.

 

5.   Informational Meeting & Public Hearing – 2019 Village Annual Warning:

 

Swanton School District 2019 Update: Meaghan Conly stated she is vice chair of the Swanton School Board and said they have no budget at this time. She said Highgate, Swanton and Franklin schools have been told to merge and they are now dealing with law suits on that. She said at this time they have no legal authority to present a budget and said it is looking like a May 2019 timeline to be presenting one. She said there will be a meeting on March 21, 2019 at 7 p.m. at MVUHS and she urged everyone to attend this very important meeting. Don Collins said he is a school board member at MVU and said this is the most important meeting for our kids future. He said some real critical decisions will be made. Brian Savage said legislation was introduced to postpone the deadline to merge from July 1, 2019 to July 1, 2020 and that didn’t pass. He said there is also a bill in place to abolish the State Board of Education of their duties because they are not elected officials and they are trying to tell elected officials what to do.

 

Fundraiser Presentation for Playgrounds Bricks: Debbie Winters thanked the Swanton Town Selectboard and the Swanton Village Board of Trustees for their continued support of this fundraiser. She said this fundraiser kicked off in August to rebuild the playground for the community. She said some of the existing equipment there is 20 years old and the swings are from the 1970’s. She said there are 624 kids in the school system and this is not just a school playground, it’s a summer gathering place. She said a community can’t have economic growth without community development. She said so far they have raised $171,000 to date and stated this is a multifaceted fundraiser made up of grants and donations. She said anything helps and people can donate online through the Swanton school’s website as well as the Town and Village websites. She said if anyone has any other ideas to please let her know. She said hopefully they will see some very exciting things happening this summer.

 

Neal Speer read aloud the 2019 Annual Village Warning and mentioned the cover of the Village’s Annual Report. He said Highgate resident Kevin Loomis photographed the installation of the rubber bag and he thanked him for that. Reg Beliveau, Village Manager, and Lynn Paradis, Assistant Village Manager; presented the following information to those present:

 

Lynn Paradis stated that there were three retirements in 2018 in the electric, sewer and public works departments. One employee in Public Works moved to the sewer plant and two new employees were hired in Public Works. One employee left the Police Department and a new employee was hired. She said these changes impacted the salaries and benefits in these departments.

 

Lynn gave an overview of the following funds:

 

General Fund: Lynn stated there was a budget decrease of $6,755, rent decreased by $6805 in revenue and electricity and building maintenance decreased by $9125 in expenses. She said plant maintenance was under budget by $25,204.

 

Fire Department: Lynn stated there was a budget increase of $33,613 in this fund due to the new fire trucks. The Town Fire Assessment increased by $25,114 in revenue and in expenses transportation cost decreased by $15,000; truck payment increased by $112,800 and the equipment replacement fund decreased by $58,470. She said salaries decreased by $7473, tools were under budget by $5000 and transportation was under budget by $14,869. Equipment was over budget by $45,690.

 

Police Department: Lynn said this budget is increasing by $32,685. Revenue is up by $4744 for the Town Police Contract, health insurance has increased by $13,385 and the cruiser lease is up $9605 and equipment cost increased by $5645. Budget to Actual: grant income is over $18,779; cruiser lease is over $40,474; salaries are over $27,552; department supplies are over $11,452; K-9 expenses are over $3488; health insurance is under $5026; conventions and meetings are under $5788 and equipment is over by $48,282 mostly due to the cruiser.

 

Highway Fund: Lynn said this budget is decreasing by $48,044, labor is decreasing by $46,870, equipment decreased by $38,000 and she is increasing the equipment replacement fund by $40,000 to start saving for a new dump truck. Budget to Actual: Winter street labor is under budget by $15,994; sidewalks materials/labor is under budget by $17,585; and health insurance is under budget by $8422. Transportation is over budget by $6899 and the equipment fund is over budget by $21,705 due to the ton truck.

 

Electric Fund: Budget to Budget – Lynn said the sales of electricity is decreasing by $47,623, hydro and purchase power expenses are increasing by $51,693; administration and general expenses have increased by $139,879 as there is a software update needed. The misc non-operating income increased by $212,473 due to Transco equity. Budget to Actual: Large solar credits over by $230,955; maintenance of ROW is under budget by $23,061; maintenance of lines is under $56,979 and legal is under by $27,669. Lynn said Contract work is over by $119,188 which is due to a build out of a solar outside our utility and mutual aid. Interest expense is over budget by $86,158 and the new bond is part of that.

 

Water Fund: Budget to Budget – Lynn stated revenue has increased by $58,322. She said she increased plant operation and maintenance by $24,820. Distribution expenses have increased by $7675 due to chemicals and admin and general expenses have decreased by $6555 due to health insurance. Budget to Actual: Sales of water is over budget by $60,029; plant labor is over budget by $9779; maintenance of line labor is over budget by $27,197 due to water breaks; engineering is over budget by $19,700 due to a grant and grant income is over by $23,350. She said Interest expense is under budget by $55,252 because of interest rates.

 

Sewer Fund: Budget to Budget – Revenue has decreased by $19,234; plant operation and maintenance has decreased by $33,474. She said distribution maintenance will increase in chemicals and decrease in storm drains. Lynn said admin and general expenses have increased by $18,099 due to health insurance. Budget to Actual: Lynn said revenue is under budget by $103,165 due to industrial customers; electricity is under budget by $19,039 due to solar credits; maintenance of plant and labor is under budget by $28,942; storm drain is under budget by $8786 and engineering is under budget by $15,000.

 

Lynn informed everyone that her 2019 tax rate in the general fund is $0.0786 compared to $0.0787 in 2018; the Fire Department’s 2019 tax rate is $0.0470 compared to $0.0420 in 2018; the Police Department’s 2019 tax rate is $0.3943 compared to $0.3834 in 2018; and the Highway Department’s 2019 tax rate is $0.3237 compared to $0.3226 in 2018. Last year’s tax rate was $0.8267 and the 2019 tax rate is $0.8436 for a difference of $.0169.

 

She then showed 2018 taxes versus the 2019 proposed taxes. On a home assessed at $150,000 the 2018 actual taxes were $1240.05 and the 2019 proposed taxes would be $1265.40 for a difference of $25.35. On a home assessed at $175,000 the 2018 actual taxes were $1446.72 and the 2019 proposed taxes would be $1476.30 for a difference of $29.58. On a home assessed at $200,000 the 2018 actual taxes were $1653.40 and the 2019 proposed taxes would be $1687.20 for a difference of $33.80.

 

Lynn broke this information down by department for the proposed 2019 taxes. In the general fund a home assessed at $150,000 the taxes would be $117.90, on a home assessed at $175,000 the taxes would be $137.55 and on a home assessed at $200,000 the taxes would be $157.20. In the fire fund a home assessed at $150,000 the taxes would be $70.50, on a home assessed at $175,000 the taxes would be $82.25 and on a home assessed at $200,000 the taxes would be $94.00. In the police fund a home assessed at $150,000 the taxes would be $591.45, on a home assessed at $175,000 the taxes would be $690.02 and on a home assessed at $200,000 the taxes would be $788.60. In the highway fund a home assessed at $150,000 the taxes would be $485.55, on a home assessed at $175,000 the taxes would be $566.48 and on a home assessed at $200,000 the taxes would be $647.40.

 

Reg went on to show the 2018 Year in Review Projects. That includes:

Public Works

  Paving Project 2018

  Completed our own small projects on Middle Road and Canada Street

  (40)Forty Structures were rehabbed and a section of sidewalk was replaced

  Completed a Grant to GPS all our waterlines, curb stops, hydrants

  Had a grant to repair a stormwater discharge sediment collection area near the bridge

  MVU Waterline replacement

  Helped with the bladder installation

  Retirement of Mike Menard and Dean Ryan takes over as foreman

  Also two new hires – Steve Mitchell and Nick McSweeney

Electric Department

}  Again we provided mutual aid to our neighboring utilities

}  Continue to keep up on tree trimming in order to reduce outages during high wind and heavy snow events

}  Assisted in the new bladder installation

}  Preformed line extensions and pole upgrades -- Some for our own and some for customers

}  Retirement of Dave Godin

Waste Water Plant

}  TMDL standards will challenge us. We’ve tried some tests with different chemicals

}  We continue to perform routine maintenance

}   Retirement of our Chief Operator James Irish. Jim Hull becomes Chief Operator and Tod Jones moves over from Public Works

Water Treatment Plant

}  Performing well – continue to perform routine Maintenance

}  Continue to provide top notch customer service while providing billing, human resources, IT support, job estimates and payroll to all the departments

Reg showed pictures of the Storm Water Grant; AARP Grant; the removal of the old Blouin’s IGA; Public Power Day; bladder prep work, delivery and placement at the Hydro Plant. His presentation also showed pictures of the flooding in January 2018 and showed himself, Tim Girard and Dianne Day being given recognition by Department of Public Safety Commissioner Tom Anderson and Director of Vermont Emergency Management Erica Bornemann, for their work during the flood. His slideshow ended with showing Jim Irish, Michael Menard and David Godin, the Village of Swanton retirees in 2018.

Molly Lambert announced the winners of the 1st Annual Chili Cook-off. She said 44 people cast votes and the $50 winner runner up is Judy Paxman and the $100 first prize winner is Ashley Marchant.

2.      Agenda Review:

3. Public Comment - Thank you letter from Swanton Beautification Committee; Chili Cook Off announcement during Public Informational Meeting February 25, 2019 at 7 p.m.; Marble Mill Steering Committee Update:

 

Karen Drennan introduced herself to the Board and stated that she has been a Village resident for a couple of years now and is running for a seat on the Town Selectboard. She said she wanted to come in and answer any questions the Board may have. She said she is now serving on the DRB (Development Review Board) and said she believes in community service. She said she’s glad there are several people running for Selectboard because this is a win/win for Swanton. Reg stated he works with Karen on the DRB and enjoys that very much. He said he invited her here tonight to introduce herself to the Board.

 

Mark Rocheleau stated he is also running for Town Selectboard. He said if any Swanton resident has any questions for him they can look him up and reach out to him on Facebook. He said he is looking forward to the Candidate Forum. Mark also said the Chamber’s Car Show event has been selected as a Super Wheel qualifier in Boston, Mass. and could possibly be featured in Cruising New England. He said there is only one other event in Vermont that qualified and that’s the show in Rutland. He said this should draw more cars to their Car Show in July. Neal Speer congratulated Mark on being selected the Swanton Chamber of Commerce’s Citizen of the Year. Mark thanked for the Board for their time.

 

Reg Beliveau, Village Manager, read a thank you note from Hank Lambert, Swanton Beautification Committee, for the Village including funds in this year’s budget to support the hiring of a part time summer person to maintain flowers and trees in the Village.

 

Reg also stated the Town and Village will be holding their Informational Meeting on the same night this year, which is Monday, February 25th at 7 p.m. at the Village Complex. He said the school board will be holding a separate meeting this year. Reg said the Swanton Enhancement Project will be sponsoring a Chili Cook Off the night of the informational meeting from 5:30 to 6:30 p.m. He said there are sign-up sheets at the Village and Town offices and said there will be a $100 prize and $50 prize awarded to the entrants after the meeting.

 

Reg informed the Board that Betsy Fournier sent him information regarding the Swanton Marble Mill Municipal Planning Grant. He said this grant was awarded to the Town of Swanton Planning Commission in the amount of $20,273 with a Swanton Village match of 10% which is $2,027. He said Betsy needs to form her Steering Committee which will consists of two people from the Recreation Board of Directors; one person from the Planning Commission; Elisabeth Nance from Economic Development; bordering property owners Gordon and Debbie Winters; two members from the Swanton Enhancement Project; some community youths and members and the Village and Town Managers. Adam Paxman stated he would like to see more community members selected rather than the Town and Village Managers. Reg stated there was a lot of interest when they were talking about reviving the Swanton Summer Festival and said maybe those individuals would be interested in helping to revamp the Marble Mill Park. He said he would let Betsy know their concerns.

Reg Beliveau explained to the Board that he received notification from the State of Vermont Public Utility Commission (PUC) that a public hearing will be held on Wednesday, February 13th at 6:30 p.m. at the Swanton Public Library regarding VT Gas relocating their two pressure regulation stations to the Beebe Road location. Reg stated he has a meeting at 4:45 in St. Albans that night but would like it if one Trustee could make this meeting since the Village has land that borders this station. Discussion took place as to who was going to what meetings. Both meetings would be attended by the Board and Reg Beliveau.

 

7.  Any Other Necessary Business:

 

Eugene LaBombard stated he wanted to thank the Public Works crew for all their hard work during all the winter weather. Reg Beliveau stated he enjoyed watching his crew work together and modify the sidewalk sander so that it now worked properly.

 

Any Other Business: Adam Paxman asked Reg if he was aware of the huge craters on First Street and asked if there would be a paving project this summer. Reg stated the Village would be fixing the street this spring. Adam said he spoke with Swanton’s representative about possibly getting some Class II streets paved by the State of Vermont. Adam said he also wanted to remind everyone that the Memorial Day Parade will be held on Monday, May 27th and if anyone wants to help volunteer for this to reach out to him. He said there will also be an Easter Egg Hunt on Saturday, April 20th on the Village Green.

 

Any Other Business: Neal Speer stated that Gordon Winters took him for a tour of the Memorial Building and said they are coming along nicely. He said 120 truckloads of stone have been delivered and also said the masonry work being done is looking very good. Neal also stated that Debbie Winters is doing very well with the Playground Fundraiser and has already raised approximately $160,000.

 

Any Other Business: Reg Beliveau said that once he has his Power Point presentation done for the Village Informational meeting he would send the Board a copy to review prior to the meeting.

1.      Call to Order:

 

Neal Speer, Village President, welcomed all to the Regular Board of Trustees meeting and called the meeting to order at 7:00 p.m.

 

2.      Agenda Review:

 

Adam Paxman stated he would like to add two topics to the agenda, one being a new parking design at Merchants Row and the other one being a coin drop update for 2020.

3.      Public Comment:

 

None.

 

4.      Approve and Accept Minutes from the Monday, January 14, 2019 Regular Meeting:

 

Chris Leach made the motion to approve and accept the Minutes from Monday, January 14, 2019 as presented. Eugene LaBombard seconded. Discussion: Eugene LaBombard stated that in Item #10 regarding coin drops, he made the motion to approve but didn’t second the motion as typed. Chris Leach seconded that motion. Motion carried with correction.

 

5.      Approve and Accept Village Warrants through Friday, January 25, 2019:

 

Adam Paxman made the motion to approve and accept Village Warrants through Friday, January 25, 2019 as presented. Eugene LaBombard seconded. Discussion: None. Motion carried.

 

6.      Adopt 2019 Budget as presented:

 

Eugene LaBombard made the motion to approve and adopt the 2019 Budget as presented. Chris Leach seconded. Discussion: Eugene stated that the Board has reviewed the budget 4 or 5 times and are very pleased with a 2.04% increase.  Motion carried.

 

7.  Adopt and Sign the 2019 Annual Warning:

 

Neal Speer, Village President, read the 2019 Annual Warning aloud. Adam Paxman made the motion to adopt and sign the 2019 Annual Warning as presented. Eugene LaBombard seconded. Motion carried.

 

8.  Review 2018 4th Quarter SQRP Report:

 

Chris Leach made the motion to acknowledge the Board has reviewed and approved the 2018 4th quarter SQRP report as presented and are satisfied with the results. Adam Paxman seconded. Motion carried

 

9.  Parking Design at Merchants Row:

 

Adam Paxman presented his idea on parking in front of Merchants Row to the Board. Chris Leach stated this should be laid out to scale and said he’s not sure there’s an issue there. He said he knows they need access to the businesses and this should be studied and worked on. Neal Speer stated they should ask the Regional Planning office for help with this and then hold a Public Hearing so the public can weigh in on this. Adam Paxman stated he would work on this some more and come back to the Board with it.

 

10.  Coin Drop Update:

 

Adam Paxman stated he received an email from the Agency on Transportation stating coin drops can be held on a State Highway. However, they are requesting organizations use their form requesting a coin drop instead of the Village’s. He said holding a coin drop within 750’ from a traffic light would be a violation. The new form and instructions will need to be implemented for 2020.

 

11.  Any Other Business:

 

Eugene LaBombard asked how the Village audit went. Lynn Paradis stated it went good and she will let the Board know when the report is complete.

 

Any Other Business: Adam Paxman stated he received a phone call from someone on Merchants Row stating they need salt and sand there. The Board commented that the drug store end of Merchants Row was cleared and the other end was very treacherous. Discussion on ownership of the sidewalk took place. Adam Paxman also asked the Board on behalf of the Car Show committee they would like permission to hold a burn out this year. Eugene LaBombard said he would be against that idea. Chris Leach said he likes burn outs but not in the Village. He said he didn’t think it was a good idea but said he would entertain another location.

 

Any Other Business: Eugene LaBombard stated that after the recent snowstorm he too noticed that the hairdresser/drug store end of Merchants Row was cleaned but the other end was terrible.

 

Any Other Business: Reg Beliveau stated that this year the Village will join the Town and hold their informational meeting on the same evening which will be Monday, February 25th at 7 p.m. He said they are hoping to get more participation and are also having a chili cook off this year at 5:30 p.m.

 

12.  Executive Session to Discuss Customer Account:

 

Adam Paxman made the motion to enter into Executive Session at 7:39 p.m. to discuss Customer Account. Chris Leach seconded. Motion carried.

 

Chris Leach made the motion to exit Executive Session at 8:40 p.m. and re-enter Open Session. Adam Paxman seconded. Motion carried.

5.      Approve and Accept Village Warrants through Friday, January 11, 2019:

 

Chris Leach made the motion to approve and accept Village Warrants through Friday, January 11, 2019 as presented. Eugene LaBombard seconded. Discussion: Eugene LaBombard asked about the payment made to Municipal Emergency Services for $31,182.63. Lynn Paradis stated that was for the Fire Department. He also asked about the payment made to the State of Vermont. Reg Beliveau stated that was for the railroad crossing at the P-10 site. He said the Village has to pay the state $980 per year to access their P-10 site by crossing the railroad tracks that are no longer being used. Chris Leach stated he would like this brought to Brian Savage’s attention. Chris Leach asked about the NASRO payment for $1285. Lynn and Reg both said they couldn’t remember that one but would look it up. Motion carried.

 

6.      Swanton Arts Council Request Use of the Village Park for September 7, 2019 for Arts Spectacular Show:

 

Adam Paxman made the motion to approve Swanton Arts Council request to use the Village Park on September 7, 2019 for the Arts Spectacular Show. Eugene LaBombard seconded. Motion carried.

 

7.  Swanton Chamber of Commerce request use of the Village Park for their 10th Annual Car Show to be held on Saturday, July 27th, 2019 from 8 a.m. to 3:30 p.m.:

 

Chris Leach made the motion to approve Chamber of Commerce’s request to use Village Park for their 10th Annual Car Show on Saturday, July 27, 2019 from 8 a.m. to 3:30 p.m. Eugene LaBombard seconded. Motion carried.

 

8.  Swanton Chamber of Commerce request permission to hold their Annual Memorial Day Parade and Cookout on Monday, May 27, 2019 starting at 2:30 p.m.:

 

Eugene LaBombard made the motion to approve the Chamber of Commerce’s request to use the Village Park on Monday, May 27, 2019 starting at 2:30 p.m. for their annual Memorial Day Parade and Cookout. Chris Leach seconded. Motion carried. Chris Leach also said he wanted to acknowledge Adam Paxman being the new President for the Chamber of Commerce. The Board congratulated him.

 

9.  Missisquoi Abenaki Nation request use of the Village Park for Thursday, June 20, 2019 from 4 to 8 p.m. for Social Event:

 

Eugene LaBombard made the motion to approve the Missisquoi Abenaki Nation’s request to use the Village Park on Thursday, June 20, 2019 from 4 to 8 p.m. for their Social Event. Adam Paxman seconded. Motion carried.

 

10.  Fire Department Request Coin Drop for Saturday, September 7, 2019; Lions Club Request Coin Drop October 19, 2019 and Swanton Fire Dept. Ladies Auxiliary Request Coin Drop for July 13, 2019:

 

Eugene LaBombard made the motion to approve Coin Drops for Saturday, September 7, 2019 for the Fire Department; for Saturday, October 19, 2019 for the Lions Club and for Saturday, July 13, 2019 for the Fire Department Ladies Auxiliary, all from 9 a.m. to 12 noon. Chris Leach seconded. Motion carried with two yays and one nay.

 

11.  Renew Electric Interfund Due To Due From Borrowing Agreement for 2019:

 

Chris Leach made the motion to approve renewing the Electric Interfund Due To Due From Borrowing Agreement for 2019. Adam Paxman seconded. Discussion: Lynn Paradis stated the Village’s checking account is run through the General Fund and there are times when that fund will owe money due to or due from other Village funds. Motion carried.

 

12.  USDA RED L&G Program Discussion:

 

Reg Beliveau stated he received a letter from the Highgate Selectboard saying they were interested in the program that USDA presented to the Village on December 10, 2018. He said they were hoping Swanton Village would be the lender for some Economic Development Projects. Adam Paxman said any money borrowed would need voter approval as well as the Public Utilities Commission. Lynn Paradis said the electric department is already holding $6.6 million dollars worth of debt. She said the Village would be on the hook if they did lend this money out and that company went bankrupt and said the loan has to be paid back in 10 years. She also said a municipality cannot lend to another municipality. Eugene LaBombard stated he wanted it noted in the Minutes that the Village has received this letter from the Town of Highgate at this time.

 

13.  Village of Swanton Request Permission to Write Off Uncollectible Accounts:

 

Eugene LaBombard stated he would like this moved to Executive Session in case they need to discuss an account or invoice. Moved to #16.

 

14.  2019 Budget Discussions:

 

Lynn Paradis informed the Board that this is their 3rd draft and said her previous draft had an increase of 6.5%. She said that information was incorrect and this budget as an increase of 2.04% overall.

 

ELECTRIC DEPARTMENT: Lynn said she received her purchase power numbers and that came in at $2.9 million dollars. She said it will cost an additional $180,000 next year because the rubber bag was out of service and they are fighting to get their 100% renewable status back. Chris Leach stated that because the rubber bag was delayed this is now costing them $180,000 more per year. Lynn said her and Reg are going to Montpelier on Wednesday to address the Legislature regarding this. Chris said the Village better win this battle because every lick of electricity going over that dam is renewable and if they can’t see that and give the Village credit for that than he wants the Village to sue them. He said the State wants 100% renewable energy by 2050. Reg said from what he can see it’s not the State doing this it’s Green Mountain Power and another utility that are making the stance if you go outside of this you can’t get back in because they’re not allowing anybody back in. Lynn said after the Village got their exemption they weren’t allowing any other utility to do the exemption. Chris asked how the Village moves forward with this. Lynn said VPPSA has been working on this diligently. Chris asked that the Board be kept up to date regarding this. Adam Paxman stated the Village is being punished for something that’s out of their control. Lynn said the fact that this rubber bag only has a 25 year life, in 25 years the Village will be in this same boat again. Chris said if the bag doesn’t fail, the old one can come out and a new one can go in in its place. Lynn said the only other thing that changed in the electric department is an adjustment to the linemen wages and the offsetting additional Social Security and retirement on that. She said the other change to the electric, water, sewer and highway funds were the change in pay to the Trustees and Clerk pay. She said that pay hasn’t been changed since before she started working for the Village 14 years ago.

 

WATER DEPARTMENT: Adam Paxman asked if Lynn expected water sales to go up. Lynn said she based that on the revenue received this past year. Adam asked if Lynn knew what drove that number up and she said it’s just consumption because there hasn’t been a rate increase since 2017. Lynn said she doesn’t anticipate a rate increase in this department for 2019.

 

 

SEWER DEPARTMENT: Lynn said the only change in this fund was the Trustee and Clerk pay. She said she will need a rate increase in this fund for 2019. She thinks she’ll raise the fixed rate a little bit and leave the variable rate where it is and said this should cover their revenue needs. She said she has some special sewer accounts that can be very unpredictable from year to year and that’s hard to calculate in her rates.

 

HIGHWAY DEPARTMENT: Lynn stated the only thing she adjusted in this department was the equipment replacement fund so there’s a minimum impact on the taxpayers. She wanted to keep their tax rate as close to last year’s as she could because last year it went up more than she wanted. She said she was able to put $40,000 towards their next plow truck. She said the one they’re using is a 2005 and they’re hoping to get a few more years out of it but need to start putting money away for a new one.

 

GENERAL FUND: Lynn said all she adjusted in this fund was the Trustee and Clerk pay and she said she didn’t adjust the fire or police budgets at all.

 

FIRE DEPARTMENT: Adam Paxman asked if once the fire trucks were sold he’d like to make sure the money goes into the Fire Department because he knows there’s a need for a compressor. Lynn said the fire trucks are an asset in the Fire Department so that money would go in their fund. Tim Girard, Fire Chief, asked if his budget has been cut. Lynn stated the Fire budget has stayed the same since the first draft. He asked if draft #2 was null and void and Lynn said the fire budget has remained the same for all three drafts. Tim said he hasn’t seen a draft of the fire budget and Lynn stated drafts 1 and 2 were emailed to him and draft 3 is what was printed for this meeting and the fire budget hasn’t changed at all.

 

COMMERCIAL BUILDING FUND: Adam Paxman asked if this fund could be deleted and Lynn stated no because she runs a CBDG grant through there. She said she might change the name of the fund but can’t get rid of it. She said the Village receives a $6000 payment each year which is from a 0% interest loan that was done prior to her working here. She said they have to revolve a portion of $67,000 that they have in that fund and the State has been on her about it. She said they haven’t revolved any of it since the Blake Commons project but in the last two years they’ve had three projects they thought they could revolve to but they received financing elsewhere. She said she can use some of those funds for sidewalks, water and sewer line replacement so there is an opportunity that the Village can do that. She said she would have to go to the voters for approval on that and revolve it themselves. She said she has a fair amount of money in the Highway Department for sidewalks because they also received a grant for sidewalks on First Street. Lynn said if the State wants they can take that money back. Adam Paxman said they should make a point to use those funds. Lynn also said the funds could be used in both the Town and the Village.

 

SUMMARY: Lynn said her projected tax rate for 2019 is .8436 which is a 2.04% increase from 2018. She said the increase is coming from the Police and Fire budgets. Adam Paxman stated this is an acceptable increase. Lynn said the general fund (Complex) and parks are staying the same and the highway department is up about a quarter of a penny. On a house valued at $200,000 there would be an increase of $33.77. Eugene LaBombard stated this is lower than previous years. The Board thanked Lynn and said 2% was a very acceptable increase.

 

PURCHASES: Lynn provided the Board with a list of items that need to be purchased in 2019 for each department. Those items are: snow pusher, insertion valve for Fourth St., aerator, sidewalk plow, insertion valve for First St., lagoon curtain, HVAC for Complex, dog kennel, air switch mitigation project, Village car, motor operator switch – SV 48M, lighting on Canada St., two distribution air switches, inventory, bucket truck (2020), Scott air packs, and gear. Also electric upgrades will be needed on John Drive, Parizo Road and St. Armand Road. Adam asked if a generator could be added for the Fire Department. Lynn stated this is the first she’s hearing of a generator, no one in the Fire Department asked that one be put in the budget.

 

Lynn said she would take another look at everything with Reg and will present the budget for approval at their next meeting. She said her audit starts on Monday, January 21 and she has been sending them information up front over the last couple of weeks.

 

9.  Any Other Necessary Business:

 

Eugene LaBombard made the motion to identify what it would cost to replace the water line that runs under the bridge and bore it through the river instead. Chris Leach seconded. Discussion: Reg Beliveau said he has talked with the Village’s engineer regarding this. He said they are also working with Regional Planning on their Hazard Mitigation Plan for Swanton and because of the flooding and how close it came  to the bridge, there may be a grant opportunity to get this replaced. He said he’d like to investigate that option. Eugene stated someone should contact VT Gas regarding this as well because they were close to losing that line as well during the flood. Lynn said this didn’t need to go on the Warning at this time because they are not asking for a bond for the project yet. Motion carried.

 

Any Other Business: Chris Leach stated he really liked the new skating rink in the Village Green and said it would make a great cover for the Annual Report.

 

Any Other Business: Adam Paxman wanted to remind everyone about the Legislative Breakfast being held here at the Village Complex on January 28th at 8 a.m. He said come out and meet your new representatives. He also said the Chamber of Commerce Citizen of the Year dinner is Friday, January 25th at the Holy Trinity Hall from 5 p.m. social hour and 6 p.m. buffet dinner. He also stated the Memorial Day parade is on May 27th and if you’d like to help organize contact him.

 

11.  Executive Session to Discuss Personnel and Customer Accounts:

 

Adam Paxman made the motion to enter into Executive Session at 8:09 p.m. to discuss Personnel and Customer Accounts. Chris Leach seconded. Motion carried.
