  1. Call to Order:

 

Neal Speer, Village President, called the meeting to order at 7:00 p.m. Everyone stood for the Pledge of Allegiance.

 

  1. Agenda Review:

 

Reg Beliveau and Adam Paxman stated they would like an Executive Session to discuss personnel. Dianne Day, Village Clerk, stated Tim Smith from FCIDC couldn’t make tonight’s meeting and would be rescheduled.

 

  1. Public Comment:

 

Mark Rocheleau, Town Selectboard member, stated on behalf of the Board they look forward to working with the Village Trustees and employees like they have in the past. He said they would see them all soon and have continued success working together. The Trustees thanked him and Neal Speer said they look forward to the same. Betsy Fournier said she wanted to thank the Trustees, Reg Beliveau and Lynn Paradis, for the additional funds for the local parks. Neal Speer said they appreciate everyone’s support and thanked everyone for coming out and voting. He said they will try to do better this year than they did last year.

 

  1. Swear in elected officials for 2021: Neal Speer, Village President (one year term); Chris Leach, Village Trustee (three year term); Dianne Day, Village Clerk (one year term) and Betty Cheney, Delinquent Tax Collector (one year term) were sworn in on March 3, 2021 to perform duties:

 

Neal Speer read aloud his Oath of Office for Village President for a One Year Term; Chris Leach read aloud his Oath of Office for Village Trustee for a Three Year Term. Dianne Day, Village Clerk and Betty Cheney, Delinquent Tax Collector, were sworn in on March 3, 2021 so they could conduct Village business.

 

  1. Appoint a Treasurer for the Village of Swanton for 2021 and swear in:

 

Chris Leach made the motion to appoint Dianne Day as Village Treasurer for a One Year Term. Adam Paxman seconded. Dianne Day read aloud her Oath of Office for Village Treasurer. Motion carried.

 

  1. Motion that the Swanton Village Board of Trustees Adopt VLCT Model Rules of Procedures for the rules of procedure for Village Trustees for the upcoming year through March 2022:

 

Eugene LaBombard made the motion to adopt VLCT Model Rules of Procedure for Municipal Boards, Committees and Commissions. Adam Paxman seconded. Motion carried.

Chris Leach said only 247 registered voters came out and voted which amounts to 17%. He asked how they can encourage more people to vote because it’s so important.

 

  1. Tim Smith – Franklin County Industrial Development Corporation (FCIDC) Update:

  1. SPAN (Swanton Public Art Network) to Discuss Art Walls:

 

Joanne Reiter said they are wondering if the Board needs any further information other than what they have already submitted to them. She said they made some changes as requested and they would like to know if they are all set to go through with planning the locations for the art boards. Neal Speer said there are a lot of regulations in place and they are needed. He asked if there was going to be a trial period and said they pretty much agree with everything that’s been presented. He said they are a little gun shy and their one concern is should there be a trial period and should the contributing artist be screened and will they be local residents only? Janet said they will not screen where someone is from because if they’re in the area they are supporting them. Michelle Nordberg said the term is open until one or the other party decides to terminate and that could be in 8 months or 8 years. She said they would like to keep it open because of the investment from SPAN. She said there is an agreement with each participant but where they are from isn’t part of that. She said they need to follow the rules of Swanton and the art program. Chris Leach said the original plan was to give local artist the opportunity to display their artwork. He wondered if participants should at least be from Franklin County. He said the one year trial is not a bad idea and said he is in favor of the art walls. He said he would like to see more emphasis on no political signs and said he knows art is hard to define but it’s something that is joyful and not give you pause to be upset. He said people have approached him saying they enjoyed the art walls in Swanton but when they saw the political black fist it destroyed it for them. He said people really want joyful things. Janet said they have discussed this at great length, they don’t want it to reoccur and there is a fine line with censorship, She said as it stands, to be an artist you need to sign up with SPAN and your art is on display for two weeks. These are not spontaneous projects she said. Chris said he wants artist to display their thoughts and passions and artistic abilities. Michelle said it’s hard to define what makes one person happy and not another and also hard to define political paintings and they would be very hard pressed to do that. She said there is a grievance process in place if someone is offended. She said they have added descriptions such as “family friendly” and “social acceptance” in their agreement trying to deviate from any social upset. Chris said the artboards will be on public land and what someone puts on their own property is their business but what’s on Village or Town owned land is a statement of what the Town or Village think according to an attorney he talked with. Neal said he has to agree with Michelle and they know that the Village wants this to be family friendly. He said he believes they have their checks and balances in place. He said they’ve pretty much covered what they can and keep it as close to what they intend as possible. He said they have done a good job. Adam Paxman said they’ve talked about a term limit and on page 3 of the MOU it says the term expires 12/31 of each year. Michelle stated that refers to the artist agreement, they have to renew it annually. Priscilla Connelly said what they can make decisions on is difficult. She said there will be issues with art considering what’s going on in the world but they have put a lot of effort into being prepared to deal with issues. She said they need the Trustees support in knowing that they will work with people if there is an issue and they are taking this very seriously. Janet said they have done everything they can and want to take all the stress off the Trustees. Chris said these are art boards and not message boards. Betsy Fournier stated SPAN has done an amazing job creating this MOU. She said the art walls are amazing for the community and they all want them back. She said this group has taken the initiative on this project and it’s a great opportunity for the community. Reg Beliveau said they signed a letter of support for a grant project at Marble Mill. Janet described the grant proposal and said they are seeking $15,000 with no match required. Reg said he wanted to make the point that they support SPAN and the art walls but may still be a little gun shy because some of them sacrificed quite a bit during that episode. George Connelly stated this will be an educative process and opportunity. He said if there are issues one can voice their opinion and they can discuss it and educate themselves. He said last time there were not clear guidelines and management in place. Adam Paxman made the motion to accept the Memorandum of Understanding (MOU) from SPAN and to move forward with the artwalls with the next step being the location of the artwalls. Eugene LaBombard seconded. They discussed placing the art walls at the Swanton Beach, on the dam overlook and on the Route 7 South property just past John’s Bridge. The SPAN members thanked Reg and the Trustees for their support and partnership. Eugene LaBombard made the motion to authorize Reg Beliveau, Village Manager, to sign the MOU and any necessary documents for SPAN. Adam Paxman seconded. Motion carried.

 

  1. Adopt New and Revoke Old Swanton Village Ordinances as Presented:

 

Adam Paxman made the motion to repeal all former bylaws and parts of bylaws of Traffic Ordinances of the Village of Swanton. Eugene LaBombard seconded. Motion carried.

 

Adam Paxman made the motion to repeal all former bylaws and parts of bylaws of Streets, Sidewalks and Sewers Ordinance of the Village of Swanton. Chris Leach seconded. Motion carried.

 

Adam Paxman made the motion to repeal all former bylaws and parts of bylaws of the Winter Parking Ban Ordinance of the Village of Swanton. Eugene LaBombard seconded. Motion carried.

 

Adam Paxman made the motion to approve and adopt the Police Regulations and Offenses Ordinance as presented. Eugene LaBombard seconded. Motion carried.

Chris Leach stated Swanton is 7 miles from the Canadian border and said security agencies are looking at it. He wondered what they would do if 500 or 1000 people wanted to break through the border. Eugene LaBombard said he’s sure the threat exist but asked what Canada is doing about it. He said it is a good idea to be aware.

 

Any Other Business: Reg Beliveau said there will be a meeting regarding Maquam Shore Lake Street Corridor on Thursday, March 11 at 6 p.m. via Zoom. He said there will also be a Energy Committee meeting on Tuesday at 6 p.m. which is a spin off from the Planning Commission.

2020  Year in Review

 

Wastewater Treatment Plant

  • TMDL standards and Phosphorus reductions underway 
    • 3 manufacturers demonstrated 3 different phosphorus removal methods.
  • We will continue the 20 year evaluation of the wastewater plant.
  • We continue to perform routine maintenance
  • Flushing of Disinfectant Wipes are causing issues with our pump stations.
  • Change in staffing with Jason Starr moving to WWTF.

 

Water Treatment Plant

  • Performing well – continue to perform preventative maintenance.
  • Repaired both filters this year – done in house
  • We have begun the process to engineer a new water line across the river as a redundant source of water from our water plant
  • Change in staffing with Brian Bishop retirement and Tod Jones taking over plant operations.
  •  

Public Works

  • Paving Project 2020
    • Completed small projects on Church St, Furman Place, Dunning Street
  • Sidewalk 
    • First Street and York Street sidewalk and curbing
  • Replaced waterline –
    • Old 4inch to an 8inch on Depot Street
  • Adding 2 part time summer help for our Parks

 

 

Electric Department - 125 years old

  • We provided mutual aid to our neighboring utilities.
  • Continue to keep up on tree trimming in order to reduce outages during high wind and heavy snow events.
  • Performed line extensions for customers and upgraded some of our poles and lines.
  • Received a new Bucket Truck replacing a 15 year old truck
  • Tanner Benoit –
    • Graduation from Lineworkers College – 1st Class LineWorker
  • Darcy Scott – Jay Speer retirement
  • Marc Longway moved into meter-reader slot to help with the transition to AMI metering and programming.

 

Hydro Plant

  • General repairs continue – E-maintenance program
  • Started the process of re-licensing, hope to be completed in 2023 (2 years out)
  • Performed repairs to the rubber bladder caused by the October flooding event in 2019.
  • Change in staffing with the hiring of Avery Mitchinson into maintenance and Hydro coverage.

 

Maintenance Department

  • Over 1500 individual assets throughout the Village
    • All entered in a preventative maintenance  program
    • Ensures equipment is being visited and maintained per mfg specs.

Avery Mitchinson hire

Repairs to Bladder, Water Filters, turbines and other Village assets.

 

Front Office

  • Continue to provide top notch customer service while providing accounting, grant management, billing, accounts payable, human resources, IT support, job estimates and payroll to all the departments.
  • The staff improves their skills through continuing education by taking courses in accounting, customer service and general courses relating to the Public Utilities Commission, State Law and Efficiency Vermont.
  • Office closed due to COVID – modifications to the front office
  • Welcome Laurie Belisle to the front office billing staff.
  • Marc Longway moved into Meter-reader

 

Village Complex

  • Built in 1978
  • Village Complex houses the administrative offices, public works, electric, fire, police and Missisquoi Valley Rescue departments.
  • Several of the departments have outgrown their space.
  • The Village hired Wiemann-Lamphere, Architects to do an evaluation of the Complex.
  • A review of the plan shows the need to adjusted and change due to COVID-19 needs. Although this outbreak may not be with us forever, the need to improve our workspace and prevent any spread of colds or flu are important.
  •  

2020 Year in Review

  • Emergency Services – Police Dept
    • We were able to acquire a patrol boat and a new cruiser at no cost to taxpayers – Stone Garden Grant.
  • Special thanks go out to our First Responders for the “birthday parades” during our “Stay Home, Stay Safe” order during the COVID-19 outbreak. Also special thanks to TDI and Public Works for being a great community partner and joining in on the parades.

 

At this point in the presentation Lynn Paradis, Assistant Village Manager, gave some department highlights. She said she does not anticipate a rate increase in the electric, water or sewer departments. She said the Village saw a 1% increase this year in health insurance, her financial audit was now complete and the front office is closed due to Covid. She said they have done some building updates such as installing plexiglass in the office. She also said they are hiring an additional person for summer help to help with the Village parks. She said last summer the bath house at the beach was remodeled but then Covid hit and the bathrooms were closed to the public. She said in the fire department they purchased their final airpacks and are now putting those funds in an equipment savings account. She said they were able to level fund the fire department. Lynn said in the highway department they will make their final payment on the sidewalk plow and plan on purchasing a plow truck with savings account funds. She said she level funded this department as well. She said they haven’t seen any growth in the electric revenue and purchase power is going up. She said they will be going with AMI meters, have GIS mapping of their poles and lines and their trucks will have tablets in them to help pinpoint outages and look up poles. She said they will also be able to take pictures during accidents and storms. She said in the water department they have engineering for the new water line and have some grant money in this department. The sewer plant has been working on their 20 year evaluation and will continue to do so. She said the police department needed more room because of Covid and so they turned the board room into a patrol office and received grant money to do that.

 

25 Years of Service

Neal Speer, Village President and Chris Leach, Village Trustee, presented Wanda Sloan, Hydro Plant Operator, with a plaque for 25 years of service with the Village of Swanton.

Neal asked if anyone had any questions. Heather Buczkowski stated she appreciates the Village hiring an extra person for the parks. Don Collins said he was pleased with all the level funding this year and asked why the general fund budget increased. Lynn stated this was for hiring an additional person for the parks and for the additional funds she put in the parks maintenance line item. Neal Speer stated there are some very enthusiastic residents who want Swanton Village to increase maintenance in the parks to make them more inviting and they are happy to do this.

 

6.   Chamber of Commerce to Announce Citizen of the Year Award:

 

Adam Paxman said they received many great nominations this year for the Citizen of the Year award. Nick Brosseau, Chamber Vice President, said he would like to thank everyone for the nominations and said this year their award is going to Debbie Dubois Lavoie, previous owner of Flowers by Debbie. Adam congratulated her and said she is a true staple to the community and has been for 40 plus years. Neal Speer congratulated her and the legacy of her family.

 

7. Reading of Town of Swanton’s 2021 Annual Warning – Moderator Brian Savage:

8.   Public Comment:

 

Michelle Nordberg asked if they could explain how the Village and Town budgets are figured and taxed. Cathy Fournier, Town Clerk, said the tax rate is figured by the grand list. She explained how the grandlist is used to figure the General Fund and Highway Fund for the Town and how the Village uses just the Village grandlist for their tax rate. Lynn said the Village grandlist is only used for general, fire, police and highway. She said if you live in the Village you will get a tax bill from the Village and the Town. She said electric, water and sewer customers are billed monthly and that is not part of their taxes.

 

9.   Any Other Necessary Business:

 

Nicole Draper said she is running for Selectboard again and looks forward to serving the Town of Swanton. Ed White Sr. said he is also running and has been appointed for the last four months. He said he hopes to be elected as well. James Guilmette said he appreciates everyone’s support and votes. Heather Buczkowski said she enjoys serving the Swanton Town community as a selectboard member and enjoys people calling and hearing their perspective on things. She looks forward to helping solve more challenges in the future. She said your voice matters and thanked everyone for their support. Harold

Garrett thanked everyone for the opportunity to run. He said he has a lot to offer and looks forward to getting peoples votes and said there is a great group of candidates this year and said he will support  whoever wins. Michelle Nordberg said she isn’t known by many people but has learned and studied Swanton for the last six years. She said she appreciates the people running for Selectboard and not settling for status quo. She said she thinks she can do a great job and thanked everyone for their support. Chris Leach said he has been a Trustee for many years and enjoys being part of this team and looks forward to another three year term. Neal Speer said he has been Village President for many years and thanked everyone in the Town and Village for all that’s been accomplished in Swanton over the years. He said he hopes they can continue and said it’s just the beginning and he wants to keep the momentum going and said get out and vote because your vote counts.

  1. Call to Order:

 

Neal Speer, Village President, called the meeting to order at 7:00 p.m.

  1. Agenda Review:

 

Reg Beliveau stated they would like to table Item #8 for Ordinances until their March meeting. Neal Speer said he would like to clarify that the zoom meeting that was held on the Downtown Scoping Study was just a discussion and they were being presented with options. He said there was some public suggestions as well and there were no decisions made on which plan they are going to go with. He said there would be more public hearings in the future regarding this issue. He said tonight is just an update from the Economic Development Coordinator on their last meeting. Adam Paxman stated he would like an Executive Session for real estate and Reg said he needed to discuss personnel as well.

 

  1. Public Comment:

 

Betsy Fournier said she would like to write a grant for safer access to Marble Mill Park. She said this is a VTrans grant and there is no match necessary other than in kind work from the public works department. She is currently working on this and waiting on some clarification from Jim Cota from the State of Vermont on the placement of the flashing beacon. She said she didn’t really understand his response and was unclear whether or not she could proceed or if there was another funding source. Reg said he thought he was eluding to there was another funding source but said at this point he would suggest to Betsy that she move forward with the grant. She said she does have it started and is waiting on a quote or two. She said she’s not sure if they’re going to be able to do all three of the flashing beacons of the price. She said they are extremely expensive but said she would work up a budget and see where they can go. Reg said to apply for what they can and Jim Cota may have an option for the remainder. Betsy said she would proceed with this and make it her top priority.

 

Heather Buczkowski said she really appreciates Betsy taking the time to do that grant because Marble Mill is a special place for her family and she appreciates her working hard to make it a safer place.

 

Betsy Fournier also said the Swanton Rec Department is doing a skate day on Saturday from 1 to 3 p.m. She said the reason it’s at the rec department and not in the Village Green is because if the Governor changed any guidelines they wanted to make sure they could closely monitor that. She said social distancing and wearing a mask is required at all events at the rec department. She said they are also going to be starting basketball for the 4th graders on Tuesdays and Thursdays, following all guidelines. She said the Armory has offered their space for them and they’re excited for that opportunity.

 

Reg Beliveau stated that Don Bourgeois had an idea on the Downtown Scoping Study and he wanted to show what he is suggesting. Reg said this design looks at making Grand Avenue in front of the library a one way street and redirecting truck traffic onto York Street and down Canada Street. Chris Leach said it should be documented that they discussed a truck route from the west side of Route 78 over to Interstate 89. Gordon Winters stated the Scoping Study is still accepting public comments until February 12th. Reg said he shared it with the public works crew and they liked the alternative #1 and didn’t like alternative #2 because of the sidewalk.

  1. Economic Development Coordinator Update on Downtown Scoping Study and Brella Program:

 

Elisabeth Nance said she wanted to thank the Trustees and everyone who attended the downtown scoping study meeting. She said there were 33 attendees and she does have the link if anyone is interested in watching it. She said there have been some comments on social media that are not constructive and there is some miscommunication so she’s had some conversations to kind of ease some of the concerns. She said parking is the biggest concern and one thing that was not communicated well is that the green space on the slides does not represent actual green space downtown, it was just the color they chose to show the space that wasn’t going to be utilized. She said Scampers and the laundromat are losing the most parking spaces but they needed to use the safest route. She said nothing is finalized yet and they have applied for funds called the Better Places grant, to test some things out. She said the next meeting will be in late March or early April with VHB. Chris Leach stated somewhere in the report please talk about how a truck route from 78 west to I89 would alleviate the trucks in the Village. He said people need to start talking about this again and he said it seems logical to only mention it. Elisabeth said as she’s said in the past, if you lose the trucks you lose the cars because they will take the truck route to bypass the Village as well. Chris said he thought the idea of this was safety.

 

Elisabeth said she isn’t prepared to talk about the Brella program tonight in regards to the Riviere property and asked that it be put on the March agenda. She said it has to do with brownfield liability and regulations and would follow the property. She said the Village is applying for $30,000 USDA rural development funds to do the brownfield Phase II work and that deadline has been moved back to March 31st. They also discussed funds available to help remove petroleum and whether or not there is any in the grounds there.

 

  1. Adopt New and Revoke Old Swanton Village Ordinances as Presented:

 

Tabled until a March meeting.

 

  1. Any Other Necessary Business:

 

Adam Paxman said if you’re a snow plow truck driver the speed limit through the Village is 30 mph not 50 mph.

 

Any Other Business: Chris Leach asked if there was a plan in effect for voting day. Reg stated they would use the same plan as they did with the November election. Elisabeth said if you would like an absentee ballot you need to request one at your Town or Village Clerks office. Neal Speer stated a joint informational meeting will be held on Monday, February 22 via zoom with both the Town and the Village.

 

Any Other Business: Reg Beliveau stated NOTCH held their first COVID-19 vaccine clinic here at the complex on February 4th and vaccinated 90 people. He said the second clinic will be held on February 18th and they are hoping to vaccinate 190 more people. He said they plan on keeping this going until everyone has been vaccinated.

 

Any Other Business: Eugene LaBombard asked if the Village reports were being mailed. Reg said yes they are. He also asked about the Town report. Elisabeth said they are not yet available and will be ready next week. She said they will be dropped off at local businesses for people to pick up.

 

Any Other Business: Neal Speer stated he wanted to thank everyone who attended the Downtown Scoping Study meeting as well. He said it was very well attended and he’d like all meetings to be that well attended.

 

  1. Executive Session to Discuss a Tax Account, Real Estate and Personnel:

 

Adam Paxman made the motion to enter into Executive Session at 7:40 p.m. to discuss a tax account, real estate and personnel. Eugene LaBombard seconded. Motion carried.

 

Eugene LaBombard made the motion to exit Executive Session at 7:55 p.m. Chris Leach seconded. Motion carried.

 

ACTION TAKEN: Adam Paxman made the motion to allow the Swanton Village Delinquent Tax Collector to open an estate on a specific property on the Village’s behalf as requested by the Delinquent Tax Collector. Eugene LaBombard seconded. Motion carried.

Chief Stell had Officer Kyle Gagne come in with his K-9 Scout. He surprised him with his wife and daughter being present so he could promote him to Corporal. Kyle’s wife Harley pinned his new badge on him and the board congratulated him on being promoted to Corporal.

Neal Speer, Village President, read the 2021 Annual Warning as presented.

The legal voters of the Village of Swanton are hereby warned and notified to meet at the Swanton Village Complex, 120 First Street, Swanton, Vermont on Tuesday, March 2, 2021 at 7:00 a.m. to vote on the articles set forth. All articles are to be voted by Australian Ballot. The polls open at 7:00 a.m. and close at 7:00 p.m.

 

Article 1:         To elect from the legal voters of said Village the following officers:

                        President for a 1 year term

                        Trustee for a 3 year term

                        Clerk for a 1 year term

                        Collector of Delinquent Taxes for a 1 year term

 

Article 2:          Shall the voters of the Village of Swanton appropriate $151,242 for the

                        operation and maintenance of the General Fund for 2021?

 

Article 3:          Shall the voters of the Village of Swanton appropriate $517,602 for the operation and maintenance of the Highway Department for 2021?

 

Article 4:          Shall the voters of the Village of Swanton appropriate $80,833 for the operation and maintenance of the Fire Department for 2021?

 

Article 5:          Shall the voters of the Village of Swanton appropriate $686,871 for the operation and maintenance of the Police Department for 2021?

 

Article 6:          Shall the voters of the Village of Swanton authorize the Board of Trustees to place surplus funds in the Highway Department anticipated to be $19,131 into a capital fund for future equipment purchases and paving projects?

 

Article 7:          Shall the voters of the Village of Swanton authorize the Board of Trustees to place surplus funds in the General Department anticipated to be $38,453 into a capital fund for future Municipal Complex upgrades?

 

Article 8:          Shall the voters of the Village of Swanton authorize the Board of Trustees to place surplus funds in the Fire Department anticipated to be $13,705 into a capital fund for future purchases?

 

Article 9:          Shall the voters of the Village of Swanton authorize the Board of Trustees to place surplus funds in the Police Department anticipated to be $5,469 into a capital fund for future purchases?

  1. SPAN (Swanton Public Art Network) Discussion on Art Walls:

 

Adam Paxman stated he has been meeting with SPAN along with Reg Beliveau and Chief Stell in the hopes of reinstalling the art walls in the community. He said the proposal SPAN presented to them has been sent to their attorney for review and as soon as they hear back from the attorney they will notify the SPAN members. Michelle Nordberg thanked them for working with them and said they hope to establish public art in the community. She said they will also be meeting with the Town Selectboard as well and hope they can be in partnership with the Village on this request. She said their proposal defines what is permissable and how they will be monitored. Reg Beliveau stated their proposal is well thought out, well written and he thanked them for their effort.

 

  1. Swanton Village Police Department Update:

 

Chief Stell stated in the month of December they responded to 142 calls for service in the Village. He said they had a wide variety of calls from fireworks on Christmas day to family fights and domestics. He said they are seeing more of this because of COVID-19. He said they issued 10 motor vehicle warnings and 4 tickets totalling $851. Adam Paxman asked if speeding was still an issue. Chief Stell stated they are still seeing violations but because of the pandemic they are not seeing much traffic after dark. He said traffic crashes are low and out of state vehicles is also low. Neal Speer stated he would like to mention the bridge that is falling apart on the westerly side. He said a steel plate has cracked and is missing and is supposed to be replaced this week. Reg stated this is the expansion joint and it is perfectly safe to drive over until it gets repaired. Adam reminded people to slow down while driving.

 

  1. Swanton Village Ordinance Update:

 

Dianne Day, Village Clerk, gave the Board an update on the three new Ordinances to be adopted. Chris Leach stated he would like to see the speed limit reduced on all dead end streets in the Village. Adam Paxman stated he didn’t see anything mentioned about vehicles parking on the green spaces in the Village and thinks that should be added. Gordon Winters stated there should be an ordinance in place about people mowing their right of way (green space) in the Village. Dianne stated she would address all these concerns with Lt. Kachajian and would get back to them.

 

  1. Any Other Necessary Business:

 

Chris Leach asked about the COVID vaccine and Chief Stell stated NOTCH is working with the State to get a site here at the Complex. He said other towns will also be having vaccine sites set up as well. Adam Paxman asked if someone doesn’t have internet how can they register for the vaccine. Chief Stell suggested they call the VT Department of Health and they can get them registered. He said older folks can also find a family member or friend to help them get registered.

 

Any Other Business: Adam Paxman stated the date for the Car Show may change to July 31st instead of July 24th. He said they are working out some details and will let everyone know as soon as he hears.

 

Any Other Business: Reg Beliveau said he has been in contact with Jim Cota from the Agency of Transportation regarding the bridge and he said someone will be here on Friday to assess the damage. He said repairs should begin on Monday. He said he also consulted with an engineer and with the Regional Planning office.

 

Any Other Business: Neal Speer stated there will be a meeting on Wednesday, January 27th at 6:30 p.m. via Zoom regarding the traffic and Downtown Scoping Study. He said they have been working on this for over a year and he encourages everyone to attend via zoom.
